Print dialog buttons are not material design

Chrome Version: 67.0.3366.0
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

The buttons in the print dialog are not material design, even with the #secondary-ui-md flag enabled.

Able to reproduce this issue on reported version 67.0.3366.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.3.

This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.
