Allow the user to select colors for bookmark folders

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Type: Feature

The user should be able to right-click folders in the bookmarks bar or the bookmarks manager (chrome://bookmarks) to select a color: red, orange, yellow, green, teal, blue, or purple. The colors could be from the Material Design color palette, or I could upload a custom color palette if you want something different. In any case, please cc me on the codereview. Thanks.

From the above description, this is a Feature Request to enable right click on Bookmarks folders and select a color for the folder.
