chrome://version missing a favicon

Chrome Version: 67.0.3366.0
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Steps to reproduce:
1. Open chrome://version.
2. Look at its favicon in the tab strip.

There should be a Chrome logo favicon. Instead, there is just a blank page favicon. Chrome logos certainly look nicer than blank page icons!

As far as I know, this has never worked before (non-regression).

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #67.0.3366.0 and latest canary #67.0.3368.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
