Tooltip for bookmarks in bookmarks bar reference the wrong bookmark

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
This may be specific to the bookmarks I have.
1. Add several bookmarks to the bookmarks bar.
2. Hover over a bookmark.
3. The tooltip displayed shows the name and URL of a different bookmark in the bar.
Some bookmarks work correctly, others do not. It seems to be more prevalent on bookmarks near the end.

What is the expected behavior?
The tooltip should show the name and URL of the bookmark that you're currently hovering over.

What went wrong?
The wrong name and URL is being shown.

Chrome version: 64.0.3282.186  Channel: stable

After filing this report, I closed all my tabs and restarted Chrome. Tooltips are now working as expected (showing the correct details).
