DocServer: Automate updating GCS buckets for GCS content providers.

Issue description

Some content providers for the DocServer use GCS buckets, with their actual content hosted on github. Example- multi-device docs, devtools docs, webstore docs. We should update the DocServer cron to periodically update the GCS buckets from their corresponding Github repos.

Docserver: Increment the server version.

This CL increments the Docserver version. I am testing auto-updating the server
for github hosted repositories and this should help guard against any
unintentional changes to the currently served documentation.
