Unable to grab thumb of horizontal scroll bar in ChromeOS and MacOS

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 Steps to reproduce the problem: 1. Open: https://codepen.io/JonClements/pen/VQgpaq 2. Try to grab the thumb of horizontal scrollbar What is the expected behavior? It works and you can drag it to scroll. What went wrong? It doesn't work. Did this work before? N/A Chrome version: 64.0.3282.186 Channel: n/a OS Version: OS X 10.13.3 Flash Version: In MacOS, you need to change a system setting. Go to System Preferences -> General -> Under "Show Scroll bars" -> Change from "Automatically based on mouse or trackpad" to "When scrolling"

Maybe depending on your screen size, but when I have enough space to hold 500x500 pix in the bottom pane in the codepen page, hover the pointer on the div and trying to scroll horizontally via touchpad on macbook showed a horizontal scrollbar while the content is scrolling. You may just not be seeing the horizontal scroll bar at the bottom because the part was chopped out by the height of the bottom pane? I checked with both settings of "Automatically based on mouse or trackpad" and "When scrolling". If you set it "Always", do you see your horizontal bar, and does it fit in the bottom pane?

Are you able to click on the horizontal scroll bar and drag it as well?

Could you check my screen record? I think I got your point - in the video, the first half you see only vertical scroll bar, but when I expand the bottom pane in the second half, you can see the horizontal scroll bar. The vertical scroll bar can be grabbed/dragged, while the horizontal bar cannot be.
