Move Data Saver InfoBar logo resources from android to all platforms

If we decide to launch capping heavy pages to Desktop, the image resources (data saver logo) should show up in the InfoBar on non-android platforms. This means, those resources would need to be moved.

Once we launch on android, we will evaluate launching capping pages on other platforms.
