Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36 Example URL: https://new.pikabu.ru/ Steps to reproduce the problem: 1. Open new tab and pick your mouse up from the desk to make sure you won't move cursor 2. Type URL and load the site 3. Try to scroll page down What is the expected behavior? Page is scrolling till the end What went wrong? Page scrolling is freezing after the first move until you move the mouse cursor Does it occur on multiple sites: Yes Is it a problem with a plugin? N/A Did this work before? N/A Does this work in other browsers? N/A Chrome version: 65.0.3325.146 Channel: stable OS Version: Flash Version: Pikabu site reproduce the problem in almost 100% times. Actually i got this effect on some other sites with a big count of content you need to scroll down such as geektimes.ru etc.

Unable to reproduce the issue on Ubuntu 14.04 using chrome reported version #65.0.3325.146 and latest dev #67.0.3368.0. Following are the steps followed to reproduce the issue. ------------ 1. Opened new tab. 2. Typed URL i.e https://new.pikabu.ru/ and loaded the site. 3. Tried to scroll page down. $. Observed that the page scrolled till the end without any freezing. reporter@ - Could you please check the issue on latest dev #67.0.3368.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. My system is Ubuntu 17.10 I checked out new profile for 65.0.3325.146. Issue. Chromium 64.0.3282.167 from Ubuntu repositories. No issue. I didn't found how to install 67 dev on my system so I've installed Chrome 66.0.3359.22 dev from the google site. Issue. I have Gnome shell extension installed by package manager, so it occurs on fresh profile too. But i also checked guest profile on 65 stable, the same. Issue.

I can confirm this bug on Linux Mint 18.3 and latest stable chrome. Turning of smooth scrolling fixes this, but then no smooth scrolling anymore.
