Chrome doesn't run in RTL unless forced |

Issue descriptionChrome Version: 67.0.3366.0 OS: macOS 10.13.3 What steps will reproduce the problem? (1) Set the system to an RTL language and restart. (2) Turn on chrome://flags/#mac-rtl. What is the expected result? RTL UI. What happens instead? Nothing — the UI stays in LTR. Seems to be broken on Canary and OK on stable. So: Good: 65.0.3325.146 Bad: 67.0.3366.0

Sorry for the spam. Looks like this affects picking up RTL from the system, but *not* forcing RTL via flags.

Able to reproduce the issue on reported version 67.0.3366.0, Dev 66.0.3359.22 and the same is not seen on latest canary 67.0.3368.0 Mac 10.13.1, hence providing reverse bisect info. Note: Issue is not seen on using Windows 10, Ubuntu 14.04.
