Issue descriptionThere are reports that it's possible to set some displays to 720x400 (or similar). Doing so results in a lot of UI not working. In particular, it's not possible to use the settings UI to adjust the resolution back to something sane. See b/74357661 The settings UI, keyboard shortcuts, and default behaviors should have some minimum that they can set the resolution to. I would suggest 800x600, but that's open for discussion. Note that system.display.setDisplayProperties should NOT be affected by this limit.

Re#1 We should play with it to verify. With the docked magnifier open in 67 on cave I can set a minimum resolution of 960x540 and I'm able to use display settings with no troubles.

on 1366x768 device, 2/3 will be 512, and will be even shorter if you apply the zoom in.

marcheu@ pointed out that if a user connects a display where the best resolution available is below the limit they'll end up with a non-working display. That's not ok. Slightly modified proposal: If the highest resolution a monitor supports is below our limit we allow it to work but display a warning notification.

Shouldn't we also fix the System Menu? I think it should size itself according to whatever space is available rather than being cutoff.

+1 should definitely fix the system menu. I'm taking this down to P2 and removing RBS based on internal discussions.
