Chrome prevents automatic sleep on Windows 10

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Set Windows to sleep after 30 minutes inactivity
2. Start up chrome with a few pages (e.g. gmail, weather channel, google news, yahoo mail)
3. Wait 30 minutes.  Nothing happens

What is the expected behavior?
Windows should sleep after 30 minutes inactivity.  Note that it works OK if you use Microsoft Edge with the same web pages so this is definitely a Chrome bug.

What went wrong?
Windows 10 did not sleep

Did this work before? Yes Do not know, but I remember it working ok last year.

Chrome version: 64.0.3282.186  Channel: n/a
OS Version: 10.0
Flash Version: 

I am using an alienware laptop running Windows 10 home with all the latest updates.

Unable to reproduce the issue on reported chrome version 64.0.3282.186 using Windows 10 Surface Pro with the below mentioned steps.
1. Launched Chrome
2. we have set the windows to sleep after 30 minutes in system settings
3. Opened gmail, weather, google news and yahoo in chrome.
After 30 minutes we observed the system went to sleep mode.

@valan.norton: Could you please let us know if the issue is specific to alienware laptop. Any further inputs from your end may help us.

Note: Tentatively adding component  Internals>Installer, please change if this doesn't suite.

Problem occurs on Windows 10 Home, I do not have access to a non-Alienware Windows for testing.  Have determined that it is the Weather Channel website on a tab that results in the problem behavior.
