RestoreOnStartupURLs group policy setting not work on Mac device. It works on Windows platform. see attached setting on Windows and Mac.

What steps will reproduce the problem?
(1) on Mac, in profile manager the GP management UI, add these two policies:
RestoreOnStartup, number 4, 
RestoreOnStartupURLs, string, http://www.delta.com
(2) save changes, quit chrome, relaunch chrome
(3) check chrome://settings

What is the expected result?
1), when chrome is launched, the first tab navigate to http://www.delta.com automatically
2), in chrome://settings, On Startup, http://www.delta.com is added

What happens instead?
1), when chrome is launched, the first tab NOT navigate to http://www.delta.com automatically
2), in chrome://settings, On Startup, http://www.delta.com is NOT added though GP setting 4 does work so option "open a specific page or set of pages" is selected.
