Download attribute on image links redirects to the url instead of prompting a download

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/604.5.6 (KHTML, like Gecko) Version/11.0.3 Safari/604.5.6

Steps to reproduce the problem:
1. Launch Chrome
2. https://jsfiddle.net/3pkjqk1v/4/
3. Click on the link with the text: "Click to download".

What is the expected behavior?
The image that the link points to should be downloaded.

What went wrong?
The browser is redirected to the image url instead.

Did this work before? N/A 

Chrome version: 65.0.3325.146 (Official Build) (64-bit)  Channel: stable
OS Version: OS X 10.12.6
Flash Version:

Landed in 65.0.3323.0

Looks like the intended behavior, quoting  issue 714373 :

  To avoid what is essentially user-mediated cross-origin information leakage, 
  Blink will start to ignore the presence of the download attribute on anchor elements with cross origin attributes.

Status: WontFix (was: Unconfirmed)
this is correct. Also matches the behavior in firefox.
