Issue description

"WebViewTests/WebViewTest.Shim_TestNestedSubframes/1" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

It is ironic to make a test flakier with a CL named "Fix flaky <webview> tests"
My CL is the causes of this, but I don't think it should be reverted. The tests need to be disabled until the cause of the flake is found.

My CL causes "webview.onloadstop" event handler to be called only once instead of repeatedly. I suspect there is a source of flakiness elsewhere and calling it repeatedly caused the test to be retried several time until it succeed.

I will disabled the test and try to find a solution.
I read #1 to quickly.
I just figured out that the 5 recent flakes happened **before** my patch. So it is not the cause of this. There is even a chance it has fixed the issue.

Let me know if this test fails one more time from now on.
