What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://extensions page and enable 'Developer mode' toggle.
2. Click on 'LOAD UNPACKED' button and add any two extensions from 'chrome-app-samples-master' folder.
3. Now restart the chrome using chrome://restart command and wait after relaunch until 'Disable developer mode..' bubble is seen.
4. Observe the bubble.  
 
Actual Result : 'Disable developer mode..' bubble is seen misplaced and it overlaps with omnibox.

Expected Result : 'Disable developer mode..' bubble should appear below omnibox.

This is a regression issue broken in M-65 and providing the bisect results using per-revision script :
Good Build : 65.0.3324.0 (Revision : 530028)
Bad Build : 65.0.3325.0 (Revision : 530369)

You are probably looking for a change made after 530225 (known good), but no later than 530226 (first known bad).

1. To reproduce this issue, chrome://extensions page should have minimum two 'unpacked extensions' installed.
2. This issue is not observed on Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS) OS
3. Issue is also reproducible in Dev #66.0.3359.15, 66.0.3359.23 (PGO), Stable #65.0.3325.146 and Beta #65.0.3325.124 build.
