What steps will reproduce the problem?
(1)Freshly launch chrome create a new user or incognito window.
(2)Now hover mouse on chrome icon from task bar (i.e on first user) 
(3)Observe minimize,restore and close button

Actual: Minimize,restore and close button doesn't appear after mouse hover on browser window from taskbar.

Expected: Minimize,restore and close button should appear after mouse hover on browser window from taskbar.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note: 
1.This is Win 10 specific issue and not seen on Windows (7,8,8.1),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.4)
2.Issue is also seen on M65 Stable(build #65.0.3325.146), M65 Beta(build #65.0.3325.125), M67 Canary(build #67.0.3365.0).
