Regression : 'Join Wi-Fi network' overlay is not seen automatically after entering wrong password

Chrome Version: 67.0.3365.0/10472.0.0 dev channel Minnie,Gnawty,Celes
OS: Chrome

What steps will reproduce the problem?
(1)Recover build>> In connect to Network overlay, give any wrong password nearer to the correct password and click on 'CONNECT'
(2)After few seconds observe only bad password notification is seen but 'Join Wi-Fi network' overlay (password overlay) is not seen.
(Please refer Video)

Expected: 'Join Wi-Fi network' overlay (password overlay) should be seen along with bad password notification
Actual: Instead 'Join Wi-Fi network' overlay (password overlay) is not seen but only bad password notification is seen 

This is a Regression issue as same is working fine on M-65

This is WAI. The new behavior is more consistent with the rest of the UI. Clicking on the network that failed to connect agian in the OOBE 'Connect to network' screen should also bring up the connect UI.
