Precondition: Requires Multiple Sign-in

What steps will reproduce the problem?
(1)Sign into one user >>Go to its Ubertray >>click on username and select Sign in another user..
(2)Now Sign into second user >>Go to its Ubertray/Network section >>open Network settings
(3)In Network settings page >> WI-Fi section >>click on any network and Observe

Actual:Unable to open Configure network overlays,instead weird flashes are seen while clicking on them to open.
Expected:Should be able to open Configure network overlays ..and no weird flashes should be seen

This is a Regression issue as same is working fine in M-64 Stable

Note:
1. Issue is also seen in M-65 beta,M-66
2.Issue is not seen in Linux,Windows OS

@stevenjb : Please confirm the issue.
