What steps will reproduce the problem?
(1)Recover Build >> Connect to a network >>Go to 'Google Chrome OS terms page
(2)Touch to open 'Learn More' link and close it.
(3)Now click on 'Accept and continue' and observe the weird focus stays on Sign in screen(Kindly refer video)

Actual: Weird grey focus stays on Sign in screen
Expected: No such focus shadows should be seen

This is a Non-Regression issue seen from M-62

Note:
1.Issue is not seen in Linux,Windows and other chrome OS
2.Issue seems to be touch-specific.
