[Googler Mobile Feedback] zoom on this amp page isnt working well. 80% of the time i pinch to zoom and nothing happens.

Upon navigating to the provided amp URL, most of the times pinch to zoom doesn't work.

Steps to reproduce:

1. Launch the Chrome browser.
2. Navigate to the URL: https://www.google.com/amp/metro.co.uk/2018/01/19/heartbroken-families-lose-life-savings-catastrophic-crash-bitconnect-cryptocurrency-7242067/amp/
3. Pinch in and pinch out to observe the zoom on the page.

Observed that:
1. Pinch to zoom in and zoom out will not work all the time (even at the same location)
2. Consistent behavior is not seen while zooming in and out.

Chrome versions tested:
60.0.3072.0, 64.0.3282.137(Stable), 67.0.3365.0(Canary)

OS:
Android 8.1

Android Devices:
Pixel

This seems to be a Non-Regression issue as same behavior is seen since M60. Untriaged for further input's on this issue.

The page has a 'touch-action: pan-y;', so I presume the lack of pinch zoom is intended. If you enable Settings>Accessibility>Force enable zoom, then the page is consistently zoomable.

The bug then has to do with pinch zoom sometimes being applied, when it should be consistently disabled. I notice that when not scrolling the page and starting a pinch gesture, the zoom is disabled consistently. But when scrolling the page turns into a pinch, the zoom is applied consistently. This sounds like  crbug.com/771330 .

Force enable zoom only works if you enable that setting while the tab is already loaded. After enabling it, if you open the article again in a new tab (must be new tab, not refreshing page) I still can't pinch zoom even though force enable zoom is enabled.

I have a screen recording demoing this, but it's over 10MB so I can't attach it, and not sure if it's showing anything confidential.

I've filed  crbug.com/821447  for the issue of force enable zoom not being applied to new tabs.
