Drop down menu opens then immediately closes on few highlight

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.106 Safari/537.36

Example URL:
https://www.amazon.com/

Steps to reproduce the problem:
1. Go to amazon website
2. On the search bar click "All", try highlight.

For an alternative, try create a test html with the code:

I cannot reproduce locally, could you try doing the same again with all
extensions (and possibly other OS-level plugins like keyboard/mouse extensions)
disabled?

I even tried run Chrome with argmument --disable-extensions, the issues is still there!

I also tried this, but its not working for me :(

Tested the issue on chrome reported version 65.0.3325.106 using windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to amazon.in
2) On the search bar click on "All" drop down, able to scroll on it and select other options
Observations: Tested the issue by creating html file with data provided in comment#0, dragged and dropped the file on browser, able to select the different values from the drop down, didn't faced immediate closing of the drop down.

@Reporter: Please find the attached screen cast for your reference, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

I finally figured out what causes it. Its a pen tablet driver for my Huion graphic tablets.

The weird things is I leave the cable unplugged from the pc when not in use, so how do it interfere with Chrome.

HUION NEW 1060 PLUS(8192)

The drop down works fine in Edge without killing Pen tablet process, its just Chrome i having problems with.

I can reproduce the issue (just by installing the driver software). However the Huion software is acting strange in that when it is running Chrome constantly receives a WM_WINDOWPOSCHANGING message. 

It happens on a 3s interval. I suspect that this software is constantly trying to raise the active window to the foreground or something like that.

Being that this is third party software and it is acting strange. I suggest you reach out to service@huiontablet.com and complain about the issue to them. I've sent an email to that address myself indicating Chrome won't work around an issue with 3rd party software and that the software should be fixed so that it doesn't continuously do things while devices aren't plugged in.
