Regression: Unwanted spacing is seen in 'Join WiFi Network' overlay of OOBE screen x

Issue description

Chrome Version:67.0.3365.0/10472.0.0 dev channel Minnie,Gnawty,Celes
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE screen Connect to Network overlay, click on 'Add other WiFi Network' and observe

Actual: Unwanted spacing is seen in 'Join WiFi Network' overlay
Expected: No such spacing should be seen

This is a Regression issue as same is working fine in M64

NOTE: Issue is not seen in Windows and Linux
      Issue is seen in M65. M66 also
      Issue is not seen in 'Join WiFi Network' overlay in  chrome://settings

Unfortunately this is unavoidable when configuring a network with an unknown security type - there needs to be room for more advanced security types.

The previous UI ('ExpectedAddWiFi') used a separate dialog for 'Advanced' configuration, which has its own issues. This was considered to be the better trade-off.

In chrome://settings, click on Add WiFi and observe that no spacing is seen after selecting other options from security dropdown the overlay gets expanded and no unwanted spacing is seen.  Whereas in OOBE screen, unwanted spacing is seen. Attached screenshot for Reference.

Yes, when opening the config dialog from within Settings we have the entire frame of the browser tab (or settings dialog if Settings was opened from the system tray) to work with, and can dynamically resize the dialog within that WebUI frame.

When we open the config dialog directly from the system tray we do not load Settings (so that showing the UI is faster) so we have to choose a single size for the dialog.
