What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://kill page and open dev tools window on it.
(2) Resize dev tools window to leftwards and observe 'Reload' button.

Actual: 'Reload' button is seems misplaced after resizing dev tools window.

Expectede: 'Reload' button should not seems misplaced after resizing dev tools window.

Good Build:66.0.3344.0 (Revision : 535593)
Bad Build:66.0.3345.0  (Revision : 536026)

Unable to bisect using bisect-per-revision script hence proving suspect from narrow bisect.

Note: 1. Above issue is also seen on latest Canary M-67 (# 67.0.3366.0)
      2. Above issue is not seen on Mac(10.12.6,10.13.1,10.13.2)OS.

This is a regression issue,broken in 'M66' below is bisect info:
