Regression: Page turns blank after taking full size screen shot in DevTools.

Issue description

Chrome Version: 66.0.3359.22 (Official Build) 37c99647fccce6a8929b1ddebbcdfbe6148dea43-refs/branch-heads/3359@{#126}(32/64 bit)
OS: Windows(7,8,8.1,10) ,Mac(10.12.6,10.13.1,10.13.4) and Linux(14.04)

Steps to reproduce:
1. Launch chrome ,navigate to ‘chrome://welcome’ page ,open DevTools and click on ‘Toggle device toolbar’
2. Now click on ‘capture full size screenshot’ option from ‘more option’ menu.
3. Repeat step 2 and observe.

Actual: Page turns blank after taking full size screen shot in DevTools 
Expected: Page should not turn blank after taking full size screen shot in DevTools

This is a regression issue, broken in M-61 series, and below is bisect info:

Manual Bisect:
Good Build: 61.0.3155.0 (Revision: 485785).
Bad Build: 61.0.3156.0 (Revision: 486205 ).

You are probably looking for a change made after 485930 (known good), but no later than 485931 (first known bad).

Emulating device metrics (device toolbar) on internal chrome pages such as chrome://welcome is not supported.
