What steps will reproduce the problem?
(1)Recover Build >> In OOBE goto ubertray/Accessibility 
(2)click on 'Docked magnifier'and Observe(please refer attached screencast)


Actual: No action is performed when clicking on 'Docked magnifier' option.
Expected: On clicking 'Docked magnifier' option either it should work or if it is WAI.. no ripple effect should be seen for the option i.e, it should be seen disabled.

Raising this as Non-regression issue as the feature is newly implemented in M-67

Note:
1.Issue is also seen for Signout screen
2.Issue is not seen for Linux,Windows OS

@tbuckley : Please confirm the behavior.
