a11y: Notifications that include tables for contents are not read by screen readers

Full Keyboard access enabled on Mac to allow tab to move focus between all controls

Steps to repro:

# Launch screen reader
# Navigate to https://permission.site/
# Launch a permission with a table inside such as USB
Expected: table contents are read 
Actual: list of items in the middle is not read at all and the text in the popup blocker is not read - table says it is empty

Still repros in 69.0.3497.21 (Official Build) dev (64-bit) on Chrome OS Lulu with ChromeVox. It does not repro with keyboard only since you can use the arrow keys to expand and collapse the table contents.
