a11y: App Info Dialog - screen reader users not informed when deactivated

Issue description

Google Chrome 66.0.3349.0 (Official Build) canary (64-bit) (cohort: 64-Bit) compared to Google Chrome 64.0.3282.167 (Official Build) (64-bit) (cohort: Stable)
macOS Sierra 10.12.6 with VoiceOver 7.0
Note that there is a change in UI in Chrome 66 and this affects both UIs and is Mac specific since this isn't grayed out in Windows. 
Steps:
Launch VoiceOver
Go to chrome://apps, right click app, click on App info
Menu is greyed out/not active
Expected: screen reader users know that menu is grayed out/deactivated

 
Actual is: menu appears to be unable to be activated, but this might be works as expected. Please review and close if needed.
