Issue description

"external/wpt/fetch/api/request/request-cache-default-conditional.html" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. Takes an average of 5.9 seconds on my machine, so I'm not surprised its flaky.

Looks like just another one of those tests that tries to do far too many fetches. 431 in this case. I wish the wpt CI infrastructure blocked slow tests.
