Previous mocks might have rendered the (?) icon with a 24px outbound and 20px icon. The effect of that is too large and not the standard size for other areas of our UI, so I'd like to scale it down. 

Expected: 20px outbound, 16px actual pixels

Affected areas that I know of:  Plugin blocked, WebUSB, Ask Google for suggestions
