VMTests time out, looking at the build log it seems login_OwnershipNotRetaken is hanging.

Interestingly, other VM boards like betty and newbie don't have the same issue, they're passing:

The main difference between novato and the other two is that novato skips OOBE:

Another possible difference is that novato disables Flash and the component updater:

The difference in OOBE sounds like the most likely culprit, assigning to the constable for triage
