Linux bots had swarming pending time issues today.

Issue description

Bunch of alerts fired about this.

I believe this is the swarming pool backing all of the linux bots. Not sure how to verify this.

http://shortn/_LoU4etl9g7 shows an example of pending time. It spikes during the day, when all bots are running stuff.

Linux seems to be better, but the tickets seem to have been ignored by the trooper, so we just had really long builds during the day.

Issue 820209 also has the same symptoms. So maybe we just had barely enough jobs at peak to hit swarming capacity?
