Set 24 hour clock at the device level

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.144 Safari/537.36
Platform: 10176.72.0 (Official Build) stable-channel panther

Steps to reproduce the problem:
1. Log into Admin console
2. Go to Device Management, then chrome management and finally device settings.
3. Select the OU where the devices are located.
4. Scroll down to the Other Section.
5. No option for 24 hour clock in or around the time zone settings.

What is the expected behavior?
I would like to set the 24 hour clock setting at the device level.

What went wrong?
I can set at the user level but we use temporary accounts that purge settings after sign out.  So once a user signs out, the 24 hour clock is reverted back to the default clock.

Did this work before? No
