sml: Add a task to add devserver to production |

Issue descriptionSee issue 809790 for context. Once a devserver is ready, we're currently adding it to prod manually. Adding a devserver to prod really only involves setting up the server_db entry correctly. Gone are the days when we also had to update shadow_config entries. This can now be easily made an sml task. |
