"lumpy" needs to be removed from rotating buliders

"lumpy" has reached end-of-life.  The chromeos builder config files have removed lumpy from their configurations, so we need to remove it from our rotating builder list.

Remove lumpy from rotating builders.

The buildbot configs have removed lumpy completely, so we should no
longer try to run it in our rotating builders.
