If the users exiting the app by killing it then Incognito tabs won't restore. Behavior changed starting M65. http://crbug/653248

This is the expected new behavior. In contrast, if the app is terminated by the system, the incognito tabs are not cleared.

We should update the text on the new incognito tab to reflect this change. I will be starting a UI review thread to get this done.
