Exit VR dialog blends with content

Issue description

Chrome Version: 66.0.3359.17
OS: Pixel 2 with Android 8.1.0

What steps will reproduce the problem?
(1) Open Incognito NTP
(2) Enter VR
(3) Click Learn More

What is the expected result?
Dialog appears and is clearly visible over the content.

What happens instead?
The content and the dialog merge almost to the point of not knowing where the dialog is vs the content.

Is this present in 65 too? This should be very easy for us to bisect.

I'm just bad at reading, this is in 66 and will need a merge back to fix.

Update:  This issue is not exclusive to incognito mode.
See it on NTP page.  The dialog text is blended with the content.  Making it almost unreadable.

Verified in 67.0.3370.0 and 66.0.3359.30  Looks good.
