Exit VR dialog blends with content |

Issue descriptionChrome Version: 66.0.3359.17 OS: Pixel 2 with Android 8.1.0 What steps will reproduce the problem? (1) Open Incognito NTP (2) Enter VR (3) Click Learn More What is the expected result? Dialog appears and is clearly visible over the content. What happens instead? The content and the dialog merge almost to the point of not knowing where the dialog is vs the content.

Update: This issue is not exclusive to incognito mode. See it on NTP page. The dialog text is blended with the content. Making it almost unreadable.
