Refactor BluetoothAdapter to perform ref counting logic for discovery sessions. |

Issue descriptionIn order to simplify how discovery sessions are counted and handled by the BluetoothAdapter, the ref counting logic for discovery sessions should be handled in the base BluetoothAdapter class. This will allow subclasses of BluetoothAdapter to simply implement a method for starting/stopping/updating a scan.
