Reopen closed tabs is disabled on launch

UserAgent: Mozilla/5.0 (Linux; Android 7.0; SM-G930F Build/NRD90M) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.137 Mobile Safari/537.36

Steps to reproduce the problem:
1. Go to some website
2. Close the browser
3. Reopen the browser
4. Right-click on the tabs bar
5. "Reopen closed tabs" is disabled.
6. Right-click again. Now it's enabled

What is the expected behavior?
"Reopen closed tab" should be enabled the first time

What went wrong?
Its disabled the first time.

Able to reproduce the issue on reported chrome version 65.0.3325.146 and on the latest chrome version 67.0.3365.0 using Windows-10 and Ubuntu 14.04. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.
Note: This issue is not seen on Mac.
