Unable to scroll down the bookmarks list using mouse wheel

Chrome Version: 66.0.3359.15 (Official Build) Revision: 881a66ba7ad1ffe268abd0f9f2eb624e735bca7a-refs/branch-heads/3359@{#75} (32/64 bit)
OS: Win(7, 8, 8.1, 10)

Pre-condition: Bookmark multiple pages (atleast 50) such that we need to scroll down the bookmark entries.

What steps will reproduce the problem?
(1) Launch chrome and navigate to NTP and click on wrench menu.
(2) Click on Bookmarks to get the bookmarks list.
(3) Now try scrolling the bookmarks list down and observe.

Actual Result: Unable to scroll down the bookmarks list using mouse wheel.
Expected Result: Should be able to scroll down the bookmarks list using mouse wheel.

This is a Non-regression issue seen from M60 series build #60.0.3072.0.

Note: Issue is also seen on M-65 Stable (build #65.0.3325.146), M-65 Beta (build #65.0.3325.124), & M-67 Canary (build #67.0.3365.0).

Just to update: Still we are able to reproduce the issue on Latest canary #72.0.3608.4 on  Win(7, 8, 8.1, 10).
Please find the screen shot for reference.
