OS: Mac(10.12.6, 10.13.1,10.13.4).

What steps will reproduce the problem?
1. Launch Chrome, click on wrench icon to open menu list.
2. Click on History/Bookmarks option to open sub menu list.
3. Now press Esc key from keyboard and observe.

Actual: Wrench menu list gets closed on pressing Esc key.
Expected: Only sub menu list of history should get closed on pressing Esc key.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on M-65 Stable (build # 64.0.3282.146), M-65 Beta (build #65.0.3325.125) and M-67 Canary (build # 67.0.3365.0)
2. This issue is not seen on Windows(7,8,8.1,10) Linux (14.04 LTS) machines.
