What steps will reproduce the problem?
(1)Launch chrome and navigate to http://0.0.0.0:7/, click on wrench menu > cast 
(2)Right click > always show icon > again right click on cast > hide in chrome menu
(3)Click on wrench menu right click > show in toolbar > again right click manage cast devices.
(4)Now switch to previous tab and observe the focus on wrench.

Actual: Unnecessary focus is seen on wrench menu after clicking on manage cast devices.

Expected: Focus should not be seen on wrench menu after clicking on manage cast devices.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note:
1. Issue is also seen on Stable (build #65.0.3325.146),M-65 Beta (build # 65.0.3325.125) and M-67 (build # 67.0.3365.0)
2. Issue is not seen on Linux (14.04 LTS) and Mac OS X(10.12.6,10.13.1,10.13.4) OS
