Snap-it Tests failing on Catapult Mac Tryserver

This step just keeps failing with the error:

  Test 'minimizeStyles: root html tag' failed

when trying to submit completely unraleted CLs.

The CQ dry run of that CL now failed a few "Tracing Dev Server Tests Stable" on the same Catapult Mac Tryserver bot.

So I haven't been following the cq failures, cc'ing Ethan. It looks like there's a known tracing tests issue: https://github.com/catapult-project/catapult/issues/4320

And that's blocking a cl to disable broken snap-it tests: https://github.com/catapult-project/catapult/issues/4318
