Steps to reproduce the problem:
1. Go to youtube.com  
2. Mute the tab (not the site)
3. When there is no video playing (or audio) the muted speaker icon does not appear in the tab

What is the expected behavior?
In every version prior to 65, the icon appeared when you muted the tab.

What went wrong?
Seems the icon no longer appears unless there is some audio playing.

It may not appear a major issue, and maybe it was intentionally done as it may seem logical to have no icon present if no audio is playing in the tab, but for have video playing in background tabs, or wanting to mute your tab before anything begins to play, this was a very handy notification to have. I hope you will restore it.
