ARC: Black screen on App Launch after upgrade Chrome to 65

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Launch App.

What is the expected behavior?
App should launch normally.

What went wrong?
During Starting the App window is flickering black for some seconds. Then it become fully black.
There is no crash in the logs.
When we press key or click mouse button on black screen, black screen flickers again. the app UI shows for some milliseconds during this flicking.
Look like The apps still works behind the black screen.

Did this work before? Yes 64.*

Chrome version: 65.0.3325.146  Channel: stable
OS Version: 10.0
Flash Version: 

App Runtime for chrome (Beta) Verison : 54.5021.629.0

After downgrading chrome to version 64 everything working fine, for a time being we will disable the Chrome update service on windows.

54.5021.651.0 should be pushed out already with a fix, I wonder why the poster is using an old version?

actually maybe not, the ArcWelder version is 54.5021.651.0. 
Might be a different issue from the ones we know about.

There is no issue in arc Welder App.
The issue is when we run android app, which is generated from arc welder.
We again tried to install ARC Welder Version : 54.5021.651.0
the App Runtime for chrome (Beta) installed as Verison : 54.5021.629.0

same as you see in the attachment.

Hi, we are having the same problem here. If we stand in 64.* browser versión in chromeos/windows crx with an apk that comes from the chrome webstore works as expected. The problem is when your browser is updated to >= 65.* we are watching a black screen. If we move the mouse over a button we are able to see for milliseconds the application again (because the button has an animation when the pointer is over) but once again we get a black screen.

The issue can be reproduced with this app chromeos app(apk): https://chrome.google.com/webstore/detail/aula-virtual-3-santillana/hdhifkcjlglcfaphpadoipdhdlhjgiid

I have been able to redproce it in widows and chrome OS:
- download any apk
- package it with arc welder
- test it (if you are in < 65 chrome webbrowser version it works but it doesnt work in >= 65 chrome webbrowser version)

I have been able to reproduce it in chromebook (developer channel): with chrome version 66.*
I reproduced on 65.0.3325.167 (platform 10323.58.0) but could not reproduce on a slightly newer version 65.0.3325.184 (platform 10323.62.0).

At least two relevant looking GPU and rendering CLs landed in that range in Chrome, so I'm willing to bet this is a real fix: https://chromium.googlesource.com/chromium/src/+log/65.0.3325.167..65.0.3325.184?pretty=fuller&n=10000

The last one to come in landed originally in 67.0.3377.0, https://storage.googleapis.com/chromium-find-releases-static/374.html#3743d0f5f0614909a354a8df3af879f0eff21c42
