What steps will reproduce the problem?
(1)Sign in to user -> Sign out -> Now in Sign-Out Screen click on 'Add person' 
and observe light blue focus and sometimes observe no focus or dark blue focus 
(Please refer Video)

Expected: 
No such light blue focus should be seen 
(or)
Dark blue focus should be seen on every time when we click on 'Add person'

Actual: Instead sometimes observed no focus or dark blue focus or light blue focus

This is Non-Regression Issue seen from M-62

@wzang : Please confirm the Issue

Note :
1.Same Issue is seen for 'Shut down' and 'Browse as Guest' options  
2.Issue is seen on M-63,M-64,M-66 and on latest M-67
