Issue descriptionChrome Version:65.0.3325.148/10323.52.0 beta channel Kip,Reks,Daisy OS:Chrome OS URL:https://chrome.google.com/webstore/detail/%D0%BB%D0%B5%D1%82%D1%8F%D1%89%D0%B8%D0%B5-%D0%BA%D1%80%D0%B0%D1%81%D0%BA%D0%B8/iaddkdiibkddhdbcmmplkhcpgeinggfo?utm_source=chrome-ntp-icon What steps will reproduce the problem? (1)Sign into user >> Open above URL and add Flying paint theme to browser (2)Now open New Tab pages continuously and observe the theme while loading Actual: Delay is seen while loading the theme in NTP Expected: No such delay should be seen This is a Non-Regression issue seen from M-62 Note: Issue is not seen in Windows,Linux OS Attached the screencast for your reference..

Could you tell me how to reproduce the problem? I've tried the Flying painting theme, but works well on my machine.

Able to reproduce the issue on 69.0.3493.0/10884.0.0 dev channel Peppy,Kip. rkalavakuntla@: Is the delay limited to this theme? Also, is the delay experienced only in loading the background image, or in any top chrome styling as well? Lowering the priority as this is not targeted to any particular milestone.

C #6 > 1.Delay is seen for other themes as well. Eg: Alloy, space themes,Dark themes. It is not specific to this theme only. 2.Delay is experienced only in loading the background image.
