Regression: Toggle button gets enabled on second instance on chrome://settings/privacy.

Issue description

Chrome Version: 66.0.3359.15 (Official Build) Revision 881a66ba7ad1ffe268abd0f9f2eb624e735bca7a-refs/branch-heads/3359@{#75} (32/64-bit).
 	
OS: Win(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6,10.13.1,10.13.4) 

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/privacy.
2. Try enabling 'Automatically send some system information and page content to Google to help detect dangerous apps and sites'.

Actual: Toggle button gets enabled on second instance.

Expected: Toggle button should get enable on first instance.

This is a regression issue, broken in M-66 series, Using the per-revision bisect providing the bisect results,

Good Build:66.0.3358.0(Revision:539999)
Bad Build:66.0.3359.0(Revision:540276)

You are probably looking for a change made after 540272 (known good), but no later than 540273 (first known bad).
