Select To Speak - on-screen UI when STS is enabled, including play/pause button

Issue description

Google Chrome	67.0.3363.0 (Official Build) canary (64-bit)
Firmware Version	Google_Samus.6300.276.0

This is a feature request to have a visual indication that STS is available to be used. While this feature is inherently different from the Android STS feature, an example could be the play/pause button on Android. This Chrome OS implementation would require further discussion on details. 

It's also important that such an indication not be too visually distracting since  a common use case of STS is to focus in on text being read.

Summary: Select To Speak - on-screen UI when STS is enabled, including play/pause button (was: Select To Speak - include visual indication that STS is available for use (besides in menu))
This is related to crbug.com/753018, which adds a UI for tablet users, and also discusses the play/pause button. I'll leave this one open separately. We'll need UX support to help mock up how this looks, but agreed that it should be similar to Android.
