[FR] Create new networks option for "Restrict users to only managed wifi networks *when in range*"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
In educational settings, students are connecting to hotspots to bypass monitoring and restrictions while in school.  We want a way to set the chromebook to force connection to the enterprise network while onsite but allow it to connect to home networks for use offsite after school.

What is the expected behavior?
When at school or office, the device would force connection to SSID set in enterprise policy but if that SSID is not available (for instance when they are at home or offsite) they can connect to other networks to work
