As a preliminary step to supporting the commonly requested shelf-icon-badging feature request (i.e., soft notifications), we plan to badge the shelf icon with a coloured dot if any app window's title changes.

This mimics the now very old feature of badging a pinned tab with a coloured dot when the tab title changes.

We should integrate with the existing badge work being done on Chrome OS. This may not be ready in 67. We can live without it.
